The initiative of Željko Komšić, member of the Presidency of Bosnia and Herzegovina, to evaluate the constitutionality of several provisions of the Constitutions of the Republic of Srpska and Federation of BiH regarding the principles of protecting vital interests is a severe blow to the Constitution of BiH and the Dayton structure of the country, in an open effort to centralize and create a unitarian Bosnia and Herzegovina, said Professor of Constitutional Law Siniša Karan.

Karan stated that Komšić’s desire to gain the liking of the Bosniak electoral body on the eve of the election is readily apparent, but he also warned that Komšić’s initiative would completely destroy the principle of the constitutionality of the three peoples that Bosnia and Herzegovina was built upon according to Dayton.

He believes that Komšić is destroying the Dayton Peace Agreement with this initiative, as well as the constitution of the entity of which he is a member of the Presidency.

Karan pointed out that the Dayton Bosnia and Herzegovina, including the institution of the Presidency, was created as a result of compromise, balance, and to prevent any of the peoples to dominate the decision-making process.

According to him, the House of Peoples is the house of veto, whose members consider it their primary task to protect the interests of their own people.
