The Berlin Congress concluded on July 13, 1878, where the San Stefano Peace Treaty was revised. Per the decisions of the Berlin Congress, the liberated territories in the south were annexed to Serbia, which formed the Niš, Pirot, Toplica and Vranje Districts. Additionally, it was granted full sovereignty. Austria-Hungary was given the right to occupy Bosnia and Herzegovina and station its garrison in the Raška region (Novi Pazar sandjak).
