Due to the one-sided moves of the provisional institutions in Priština which threaten the basic human rights of the Serbian people, mayors of the four municipalities in the north of Kosovo and Metohija and 62 council members unanimously adopted a joint declaration today in Zvečan.

The declaration calls on the European Union to secure the establishment of the Association of Serbian Municipalities as agreed upon in the Brussels agreements, which are guaranteed by the European Union. It also calls on the KFOR to “per the United Nations Security Council Resolution No. 1244 and the Military Technical Agreement from Kumanovo, secure peace and security for all citizens and not let themselves be a tool in the hands of Priština, which is looking to use the violence as means of waging a political fight for resolving the open issues”.

DECLARATION OF THE MUNICIPALITIES OF SEVERNA MITROVICA, ZVEČAN, LEPOSAVIĆ AND ZUBIN POTOK

A joint session of the Municipal Assemblies of Severna Mitrovica, Zvečan, Leposavić and Zubin Potok held on August 24, 2022, to consider the political and security situation first and foremost as it relates to the one-sided moves by the central authorities in Priština, which threaten the basic human and political rights of the Serbian people, permanently violate the Brussels agreement, thwarts the establishment of the Association of Serbian Municipalities, violates all of the existing agreements, and threatens the peace and serenity of the citizens through institutional violence, rigged investigations and judiciary proceedings, constant raids by the Priština special units who are armed to the teeth, beating and injuring citizens of the Serbian nationality, preventing them from voting and holding referendums, hindering healthcare through confiscating medication, confiscating medical vehicles, obstructing the process of vaccination of citizens, impeding freedom of movement by destroying country roads, intending to confiscate personal identification documents, standing in the way of sporting events and celebrations, and being aware that the issue of licence plates and entry/exit documents is merely the start of increased pressure on the Serbian people with the aim of exiling Serbia and Serbs from this region, the council members of the Municipalities of Severna Mitrovica, Zvečan, Leposavić and Zubin Potok have reached the following conclusions:

  1. On the behalf of the citizens of our municipalities, we give our full support to the President of the Republic of Serbia Aleksandar Vučić to find within the following 7 days a compromise, sustainable and long-term solution for the matter of licence plates and personal identification documents via dialogue and in keeping with the interests of our citizens, while preserving peace, stability and security.
  2. We demand that the Association of Serbian Municipalities such as defined in the Brussels Agreements (dated 2013 and 2015) be established most urgently and with no further delay, given that it is a need of the Serbian people in order to protect our collective rights through it. Nearly ten years have passed and our people will not accept any further delay in this process, which is guaranteed by the European Union.
  3. We call on the KFOR and the other international institutions to secure peace and safety for all citizens per the United Nations Security Council Resolution No. 1244 and the Military Technical Agreement from Kumanovo, and now let themselves be a tool in the hands of Priština, which is looking to use the violence as a means of waging a political fight to resolve the open issues. The main source of instability in the north is coming from the direction of Priština, including the arrival of the special police units which do not have the trust of the Serbian people. We call on the command of the KFOR mission to prevent the heavily armed special units of the Kosovo Police from Priština from going to peaceful Serbian municipalities, and we call on the international community to reason with Priština in order to retract the one-sided anti-Serbian measures.
  4. We call on our fellow citizens to not be caught in the trap of one-sided decisions and tempting offers from Albin Kurti regarding the licence plates and personal identification documents, as it is not in alignment with the Brussels Agreement. In fact, Priština is using the issue as a beginning of the final reckoning with the Serbian people and Serbia in this region.
  5. We, the political representatives, will stand in front of our people as we always have, fighting for peace and their right to a life worthy of a human being. We assure the citizens that we have received clear and firm guarantees from our President Aleksandar Vučić that he would not allow an exile and a pogrom of our people, and that the Serbian people will not stand alone in these difficult and challenging times. We are in favor of peace and dialogue, compromise and long-term solutions, but dialogue requires the other side to acknowledge the interests of our people and honor the obligations it has accepted.
  6. In the event that a compromise solution is not found, we, the Serbian political representatives, along with all of our compatriots, will begin a process of abandoning all Kosovo institutions on all levels, starting with the central and local institutions, all the way to the Court, Office of the Prosecutor, Police and all other institutions, which totally destroys the Brussels provess.
